Purchasing Manager
MINIMUM QUALIFICATIONS
High School Diploma or equivalent (copy required upon initial hire date)
Three-five years of related experience working in purchasing related field
Yearly Physical (required within 1 month of hire date)
Valid NYS Driver’s License (copy required upon hire date)
Experience and proficiency with Microsoft Office Suite (Word, Excel)
Experience creating and maintaining databases of vendors
Knowledge and experience with record management
Demonstrated knowledge and experience in vendor relationship management including prospecting new vendors
Strong verbal and written communication skills
Strong project management skills and customer service skills
PREFERRED QUALIFICATIONS
Degree in related field
Five-seven years of experience to include at least one year of supervisory experience
HOURS
Monday through Friday, 8:00 AM – 5:00 PM
Must be flexible to meet the needs of the program
OBJECTIVES OF POSITION
The Purchasing Manager will develop and implement best practices, vendor sourcing, and pricing strategies, inventory control, and other system optimization thereby maximizing best practice, delivery and quality for the goods and services purchased for the Agency and School District. They will have oversight and management of the day-to-day activities involved in purchasing at the Warehouse. They will supervise the review of supply requests and the distribution of items to appropriate on-campus locations.
PHYSICAL REQUIREMENTS
The duties associated with this position will require, at times, lifting objects up to 50 lbs.
DUTIES AND RESPONSIBILITIES
A. Review, manage, and control all purchases made from the Warehouse/Stockroom to make certain the most economical goods and services are obtained and transactions meet the requirements of law and are conducted honestly.
B. Review all purchase requests to make certain that products or services are purchased for a reasonable and legitimate business purpose and that the requests for purchases have been properly authorized.
C. Negotiate with vendors as it relates to price, delivery, payment, contracts and agreements, specifications and purchase order terms and ensures proper use of tax exempt status with all vendors.
D. Lead vendor/supplier selection and maintains key working relationships for all goods and services obtained for the Warehouse/Stockroom. Develops and executes purchasing strategies in collaboration with the Business Office.
E. Monitors vendor performance and compliance, resolve discrepancies, and obtain vendor certifications and certificates of liability insurance when required.
F. Assists vendors, departments and staff with any purchase-related questions, acts as a liaison between vendors and the Agency.
G. Ensure that non-stockroom items will be purchased in the most expedient fashion with expectation of cost to be competitive. Local vendors and/or on-line purchasing are acceptable methods to meet needs of the program. Coordinates deliveries and organizes supplies in the stockroom.
H. Develops and promotes a customer-focused orientation toward material and supply management; promotes a collaborative culture between departments and employees; works closely with Agency leadership on new programs in regards to purchasing needs and special projects.
I. Creates and maintain database for all vendors currently being used by the Agency. Oversees the coordination of vendor invoices for processing by the Business Office.
J. Provides direct management for the warehousing functions and ensures that best practices are shared and implemented and risks and costs are mitigated.
K. Supervises and trains the Purchasing Agent and Warehouse Assistant.
L. Actively participates in staff training functions to help others learn and to facilitate self-development and an understanding of The William George Agency philosophy.
M. Promotes cooperation and understanding between departments to ensure the appropriate delivery of the program, as a true expression of The William George Agency philosophy.
N. Performs other duties as assigned by the Director of Facilities.
O. Adhere to all rules, regulations, policies and philosophy of The William George Agency and the New York State Office of Children and Family Services. This includes, but is not limited to, review of The William George Agency’s Safety Policy and attending all required safety related training.
